Experience
Chia Ling is a technology lawyer with experience in IT/IP dispute resolution, regional anti-piracy consultancy, IT systems and information security, IP licensing and technology agreements.
Notable projects and clients
- Advising a ringtone service provider on royalty and its rights and obligations visa- vis a music recording company and the Composers and Authors Society of Singapore Ltd (COMPASS).
- Prosecuting patent and other IP actions involving software and hardware.
- Developing brand-protection strategies in the region; engaging in anti-piracy/anticounterfeiting work in Southeast Asia, South Asia, Australia, and the Rest of Asia Pacific.
- Evaluating the design and implementation of an Internet media software for compliance and legal risks; Advising on the admissibility and integrity of electronic documents generated by a knowledgebased / document management system.
- Advising and providing training on information security laws, IT/IP compliance and best practices.
- Advising Singapore’s copyright licensing society (publishers) on copyright issues and negotiating licenses with the government, universities and other educational institutions.
- Preparing agreements and licenses in respect of the commercialization of inventions and new technologies, including neural-network software technology, media technology, biotechnology, and human-resource training systems for use in multiplejurisdictions.
Professional background
Chia Ling graduated from the University of London with a Bachelors of Laws (Hons) in 1996. In 1997, he became a Barrister-at-Law of England and Wales. In 1998, he was admitted as an Advocate & Solicitor of the Supreme Court of Singapore.
In 2001, Chia Ling graduated from the University of New South Wales, Australia, with a Master of Laws in Media, Communications and Information Technology Law.
In 2004, Chia Ling successfully completed a Master of Technology (Knowledge Engineering) degree course at the Institute of Systems Science (ISS), National University of Singapore, focusing on Information Security, IT Management (including Strategic ICT Planning, IT Outsourcing and Sub-Contracting) and Expert Systems/Knowledge-Based Systems Developmet.
Chia Ling is a Certified Information Systems Security Professional (CISSP), a certification awarded by the International Information Systems Security Certification Consortium, Inc, or (ISC)². He is also a member of the Honourable Society of the Middle Temple, UK, ATMD’s representative to the SITF Security Chapter, and a member of the Singapore Computer Society.
